Whether working for Christchurch or for Forest Green, it is probably herpersistence in getting the Arkle Centre built which will be her legacy. Fifteen years ago when the secondary school closed, Margaret said, We now need a community centre - how do we get one? As they say - the rest is history. Recently a special tea party was held in theArkle Centre in honour of Margaret post her BEM announcement, and the main hall was packed with friendsfrom the community, her knitting circle, Christchurch and members of the Council who dealt with all the politicalmatters over the building of the Centre. Local residents have reported concerns about letters offering to help them reduce their council tax. The letters appear to be part of a wider mailshot as it quotes an address for council tax reduction which does not appear to be a localaddress. June Cordwell, chair of Stroud District Councils community services committee, said, Over the past week we have been made aware of a company which iswriting to residents in the district, quoting incorrect information on propertybands and implying that neighbours have already benefited from a change intheir council tax band and a large refund. The letter states that the firm believes the household is in the wrong bandand could reduce its council tax bill by 325 a year. The company will claim a fee of 30% + vat based on the refund and this would apply to the full refundamount and not just the saving on a years council tax. You are being encouraged to ignore these letters. Residents with queries regarding their council tax banding should contact the Valuation Office, the agency which sets the council tax bands, directly and free of charge. The letter does not explain that a reassessment of the council tax value couldresult in a potential increase and also refers to terms and conditions which areonly available by contacting the company. Trading Standards also advises that consumers should not give personal details in response to unsolicited letters or phone call unless they are confident of the legitimacy of the company and should be wary of signing any formsunless they have full details of the obligations in the contract. These latest concerns follow numerous calls to the council in April when residents were cold called by phone or visited on their doorstep by companiesoffering a similar service. Taking up these offers is likely to leave residents unnecessarily out of pocket. If any householder thinks that their property is in the wrong band you cancontact the Valuation Office and any refund will be paid in full to them. District Council News We are now in the transition from the cabinet to the committee system and all the committees met towards the end of June. Of the four committees your councillors sit on three, Emma on Housing, Rowland on Community Services and Paul on Strategy & Resources. The fourth committee being Environment. Two of the committees, Environment and Strategy & Resources reviewed the final version of the Local Plan before it is ratified by full council at the meeting at the end of July. After this it has to be vetted and approved by a government inspector before it becomes our definitive plan. This is all about how many houses need to be built and where the buildingshould be. Until this plan is in place there is a risk that developers may winappeals against refusals where the council do not consider the developments tobe suitable. We now have a relatively minor event which sparksrenewed interest. The Stroud District Council, which has the majorityof Nailsworth car parks under itscontrol, has made an order reducingthe permitted stay in the car parkgenerally known as the Coop car parkfrom 4 hours to 2. The order was made in April, 2013 and promulgated in the public noticessection of the SNJ. It seems not to have been put on the SDC websitealthough copies were available forinspection at Ebley Mill. Objectionscould be lodged up to June 5th and theorder came into effect on June10th. SDC are almost certainly within theirlegal rights so to do, but there areways of doing and announcing the intention to so do which are better calculated to engage public support. Was there any public consultation as opposed to an opportunity to object? As far as we know there was none. Were our District Councillors aware of SDCs intent? If they were they didnt share this knowledge. Was the matter discussed in the Town Council? We dont know; perhaps a close inspection of the minutes woulddisclose something, but the Mayor hasa column in Nailsworth News and one might think this was an issue worthmentioning. The events of 2011 when SDC appeared willing to bulldoze parkingcharges on Nailsworth are still fresh in peoples minds. We won that one, thanks largely to the efforts of people like Gordon Pearce rather than our Councillors. At the time it was stronglyrepresented that Nailsworths car parks should be under the control ofthe Town and not the District. For a range of reasons that suggestion wasnever seriously considered; perhaps itshould be. It was at the end of last year when SDC introduced Dog Control Orders, largely targeted at getting rid of the problem of dog fouling. The Council then said: The Stroud district would be subject to an order requiring owners to cleanup after their dogs in all areas open to the air, to which the public have a right of access, in accordance with the Clean Neighbourhoods and EnvironmentAct 2005, that are not subject to any exemption under that Act. The Council is of the opinion that there are no areas to which the public has a right of access where it would be acceptable to allow a dog to foul and not clean it up. Any individual witnessed not picking up after their dog would be subject to enforcement action. It is interesting to review progress after six months. The District Council made budgetary provision for signage, for increased [dog warden] enforcement. Separately the Town Council met with the National Trust to urge the provision of additional dog bins, particularly on Minchinhampton Common. To the best of my knowledge, and I walk my dogs on Minchinhampton Common daily, almost nothing has changed there. There are no signs; there are no new dog bins and I have yet to see a dog warden(though Im told such have been sighted). I say almost nothing because I think there is a detectable increase in the number of plastic bags left on the ground or hung up on bushes, signs, etc. There is certainly no obvious reduction in the number of dog pooh deposits nestling amongst the cow pats. An unfortunate metaphor perhaps, but has SDC, with its no areas to which the public has right of access bitten off more than it can chew? Myles Robinson has lived in Nailsworth for just over 20 years andin the Stroud Valleys since 1974. He joined the Town Council in 2009 and between 1993 and 1997 was County Councillor for Nailsworth. Married to Angela, he has three sons and five grandchildren. 1. Best and/or worst job you have everdone? Since 1986, I have been running afamily property company, specializing in the building of small industrialworkshops. I have enjoyed myworking career and the presentperiod of handing the business ontoto the next generation is particularlyrewarding. 2. How important was youreducation? I was rather a late developer. I got my degree in History through OpenUniversity in 2006, aged 56! At school, Geography and History interested me, but I struggled at some of the othersubjects. 3. Did you have a Saturday job? (andwhat was it?) I occasionally worked in a butchersshop plucking poultry. It was horrible! 4. What would you do if you won the lottery? I would fund an eight lane runningtrack for Stroud & District Athletic Club. 5. If you could be (more) famous for aday, who would you be and why? I was at The Wimbledon Tennis tournament on the day the pressannounced that Jack Nicholson had come to watch. Twice I was mistakenly identified by adoring fans. Very flattering! 6. What do you hate spending money on? Parking fines. 7. If you could change one thingabout yourself, what would it be? A little more hair. 8. When you were a child, what did you want to be when you grew up? Left wing for Newcastle United. Although I only spent the first fiveyears of my life in Newcastle, mymother convinced me during mychildhood that Newcastle was the centre of the universe and there was only one football team to support. 9. What has been your greatest extravagance? Buying a Morgan sports car. 10. Why Nailsworth? We moved to Nailsworth for Angela to run a Bed & Breakfast business and from where I could work from home. 11. What are your pet hates? Waste. Waste of food, waste of the worlds resources and waste of human talent. 12. Happiness is . . . . ? A picnic with the whole family at Westonbirt Arboretum. 13. What was your first proper job? After a period of selling toffee apples with a travelling fair in Ireland, Ireturned home to Cheltenham, aged20. On the next day, a Saturday, I walked into the first estate agent inthe row, and asked to speak to the principal stating I would like a job. Clifford Cole, a blunt Yorkshireman silently looked me up and down andthen said, You better start on Monday then, lad. Five years later I was one ofhis business partners. 14. What has been your most rewarding experience? Watching my three sons complete the 2007 London Marathon, all in verygood times. 15. Four favourite dinner guests(dead or alive). Cotswold Plastics use quite a bit ofelectrical energy up to some 500kWpeak load. The available roof area for the panel installation couldnt match this sort of power requirement but, 50kW capacity was installed. How these systems on commercial premiseswork is that all the electricity generatedis fed back to the electricity supplierand the supplier pays at an agreed ratefor what is generated. The consumer, in this case Cotswold Plastics, buyselectricity from the supplier in thenormal way, but when the quarterly bill is computed there is a credit forthe electricity produced by the rooftopsolar panels. Junior Wardens invites 14 selected young people to take part in this 9 week programmewhich delivers interactive and educational topicsto the young peopleto give them a betterunderstanding andsense of respect andownership of theirlocal community. Across the 9 week period the youngpeople receiveddelivery sessions in First Aid, antisocial behaviour, cooking on a budget, attributes of a neighbourhood warden, animal welfare, wildlife and muchmore. The project has been a huge success with support from Community Safety, Environmental Health and Gloucestershire Police and will soon be returning to deliver the project to a new group of young people in the localarea. We come to the end of a celebratory year, including our successful Ofsted report, growing pupil numbers with seven classesagain (one for each year group) and our 20thanniversary on top of the hill! After starting Stroud in Bloom in 1990Jenny began to acquire nine adopt-a-plotaround Stroud. Then she and her neighbour approached their local pub about creatinga memorial garden on a sloping triangleof derelict land, full of rubbish, bindweed, buddleia and brambles, all having flowers attractive to wildlife but not appropriate here! With the help of two strong men it was cleared and dug over and is now a fittingtribute to Jennys neighbours who have since passed away, had it planted with memorial roses, bulbs and perennials for all yearinterest, and with a small plaque on the pubwall. Jenny says, This is why I took on the plotin Nailsworth on behalf of our church and people passing by are so appreciative, especially those who remember what it waslike before. Helped with the clearance by the thenmayor, Steve Robinson, who took away many bags of rubble, it soon took on theappearance ofa garden when dug over, shrubs planted and well mulched. The soil is poor with many tree roots. Steve also provided money forbulbs, the rest was donated. It is very lowmaintenance, as are all the other plots, andmine in Nailsworth doesnt have the dreadful anti-social problems we endure in the centreof Stroud. The teams from Veolia who clean up after Friday and Saturday nights deserve medals. The biggest problem everywhere is litter. What I, and thousands of other volunteers countrywide do, is use our talents to improveour environment and encourage others to usetheirs for the benefit of the community. Jane Norbury started the business a few years before that and she has now begunanother business which she wanted to let us know about. The circumstances are such as to make a good story of triumph over adversity so here it is: I started Inside Out and a few years later tookon a business partner, Fiona, to help run it asit was growing. In November 2010 I had a badfall on icy concrete steps, knocked myself outand sustained a bad head injury. I was unable to work at all for the next 2 years due to the damagemy fall caused to my brain - it was not possibleto drive more than a few miles, have longconversations, I lost my balance, and could notmulti task. With these problems and the constant need to sleep several times a day to recover from, for example, a simple trip to a shop, I had toleave Inside Out. This was very sad for me as it was mybaby and doing well, but I have a wonderfully supportive husband who, when he said insickness and in health, probably had not bankedon his new (Id remarried in August 2010) busy wife suddenly not only unable to bring in anincome, but only capable of a few basic domesticduties; well the ones I could remember! With 5 children between us and my mother in law allliving with us, it was rather difficult all round! On the positive side I was very lucky as itcould have been a lot worse, and 2 1/2 yearslater I am working quietly from home paintingfurniture and interior items to sell. I started doingthis with Ella Wells who also used to work for Inside Out. She has an artistic background andused to do art therapy. We began last year from her studio at her home in Petty France, doing uplittle bits of furniture and household items for ourselves and family, just as therapy really, but soon we were being asked to upcyle furniture for other people and its gone from there. It was great rehab for me as at first it was only a coupleof mornings, then a couple of days a week, however much I could cope with, and I wasfrequently found asleep on the sofa after drivingor concentrating for a little while! We now have a great little business which we have just moved to between Minchinhamptonand Chalford. We have an empty barn which is now perfect to display and sell our items and also It seems that Gordons ironmongers shop is under a sprucing up at thehands of Mick of M&N BuildingServices and will shortly be anupmarket antique shop. He was kind enough to show anosey Editor the colour schemes andthe decorating plans. The floor has been sanded, a bit of plastering and alot of Farrow & Ball paint. Its very easy to make, not assweet as commercial versions and its a great way to use up overripe tomatoes. 900g Overripe Vine Tomatoes (British) 2 Red Chillis (1 with seed, one without) 40g Ginger (peeled and roughly chopped) 4 Cloves of peeled garlic 125g Sugar 75g Red Wine Vinegar 20g Fish Sauce 2 Star Anise 1 pinch Sea Salt Put ginger, garlic & chillis in food processor for 1 minute. Take the core out of the top of the tomatoes and cut in half, then add into the food processor and blend for 1 minute. Pour it into a thick bottomed pan and addthe rest of the ingredients. Bring to the boilthen slow to a simmer until you reach a thickpulp consistency. This will take roughly 15minutes and it will need infrequent stirring. As it gets more reduced you will need tomake sure that it does not catch on the bottom. Put into a sterile jar and when coolkeep in the fridge. It is important to correct the error and givesome history in to how the BACKBADGE came about. The origins of the GloucestershireRegiment date back to its formation inPortsmouth in 1694 by Col. John Gibson. This was named the 28th Regiment ofFoot in 1751 and later the 28th (North Gloucestershire) Regiment of Foot in1782. After the Childers Reforms, the Regiment amalgamated with the 61st (South Gloucestershire) Regiment toform the two-battalion Gloucestershire Regiment on 1 July 1881. The Back Badge comes from a period in the Napoleonic Wars when the Regiment, then the 28th Foot (North Gloucestershire) under the Command of General Sir Ralph Abercromby, landed in Egypt in 1801 against France. They marched on to Alexandria where they brought the French army to battle. The 28th. took up a defensive positionon a line of low sand hills. On their rightwas an old Roman fort, which stood on a slight rise close to the shore, and to thefront of this was an unfinished redoubt. Between them, the fort and the redoubt formed the key position, for if eitherwas taken, then the British flank could be turned. Under the cover of the pre-dawndarkness and sand dunes, two columns of French infantry headed straight forthe British right. Heavy fighting ensued and as more French columns joined theattack, the 28th became cut off. The British musketry drove off the French, but more French infantry moved throughthe gap between the 28th and the rest ofthe British line. A counter attack by the 42nd Foot drove off this attack, but they in turn went too far and were themselves in danger from French cavalry. The battle raged all along the line, but nowhere asfiercely as on the right, with the 28th fighting to their front and flanks. More French cavalry and infantry moved inand things were now very serious forthe British. Some of the cavalry broke through the 42nd defences and formed up to charge the 28th in the rear. With no reserves available at this critical point in the battle, Lt. Col. Chambers, who had taken over command followingthe serious wounding of the C.O. Col. Paget, gave the historic order, Rear rank, 28th! Right about face! The rear ranks turned and with exemplarydiscipline waited until the French cavalry were a few horse lengths away. They then fired one devastating volley, causing heavy casualties amongst thecavalry and forcing them to withdraw. For their gallantry in fighting back toback during the Battle of Alexandria 1801, the Regiment was given theunique honour of wearing a badge atthe back of their caps. (AndyHammond) Sport 26 FGR -It appears that great expense has gone intochanging the Kop and putting the Home fans into the (away) stand near the Players tunnel and create more atmosphere for the FGR players before andduring the matches. There are a few comments with strategy/change - the game is of TWO halves and one half of the match will still be at the away end (whichever end the Home fans are based!) and moreoften than not, the away fans sing/shout/ supportfar louder than all the massed choirs of the FGR support base put together. I remain to be convinced - but wish the new scheme well! Chairman Dale Vince said: The main reason for the switch of ends is to put home fans where they should be and thats at the heart of the club near the changing rooms where players are preparing for the game. The players have told us it sometimes feels they are walking out at an away game because they emerge and hear the visiting fans first. This should improve the atmosphere and bring our fans closer to our players. [Why?] Also putting away supporters in the North Stand will make it easier for visitors tonegotiate The New Lawn. Coaches can drop off opposition fans next to the ticket office and park outsidethe North Stand, just feetaway from where they arewatching the game. For home fans it will be a shorter walk to and from the Green Man and we are hoping to eventually have a bar forour fans at the EESI stand as well. There are photographs of play on thisgreen which was on a bank, where theOld George car park now stands. It was associated with the Roay York Buffalo Lodge, and there is a strong possibility that WG Grace, founding president of the E.B.A has played on this green. Nailsworth was one ofthe handful of clubs that formed the Gloucestershire Bowling Association, and has supported that associationever since with both officers and players. The club pottered along in a haphazard fashion until the early 1920s, whenfor two successive years it wentinto debt, and a local businessman, Edward Chamberlain, stepped in tosettle the accounts. Fortunately Mr. Chamberlain was a bowls enthusiast, and offered to build a new green on his mill site, if the club would agree tomove there. The members agreed with enthusiasm and in 1924 the new greenwas opened and the club thrived in itsnew location, and away from the barof the George Hotel!
